    Today marks day 87 of the 120 day legislative session.  Thirty three days to go!!!!!!!!

    All bills that have made it this far have passed out of their Committees.  As you know, some bills are exempt from this process.

    Senate Bill 525 – This is a new bill and makes a supplemental appropriation of approximately $34000.00 to the Nevada Highway Patrol to cover the costs of dignitary protection that were not sufficiently covered by the earlier budget.

    Assembly Bill 302 – As you are aware this is the attempt to move Parole and Probation over to the Department of Corrections.  This bill is sponsored by Assemblyman Steve Yeager, Assembly Speaker Jason Frierson, and Assemblyman James Ohrenshall.  This bill passed out of Committee last Friday.  This bill has a very large fiscal note attached.  We were told in person by Jason Frierson that he is going to kill this bill.  Nothing is dead, officially until the last day of the session.

    Senate Bill 403 – This bill is for the increase of pay for NHP troopers.  The appropriations would come from the State Highway Fund as well as the State General Fund.  This increase would also be on top of the 4% increase the Governor has requested for all state employees.  A hearing for this bill has yet to be set.  The bill has been granted a status of “exempt”.  This means it is not subject to the April 14 deadline and can be heard at a later date.  Rick and I met with both Senator Manendo and Senator Ford to determine whether NHP can still get a raise based on the 1300 series.  This series was established through Human Resources and places all state jobs in their respected series in accordance to the job classification.  State law enforcement falls under the “1300 series”.  Interestingly enough, so does the NDOC as well as every other DPS officer. It has been traditional for raises to be given to all groups in a series.  What is unclear, is the issue, does that series include the entire state set or just series specific to a single category such as DPS Officer II.  On May 1, 2017 the Economic Forum met.  The finalized budget with an additional 95.7 million dollars.  For reasons that baffle me, the Governor is still wanting to throw millions toward education.  One would thing that they would pick the top five states with higher ratings in education and follow them.  But I guess not.  Rick and I have a meeting scheduled with the Governors office for next week. 

    Assembly Bill 301 – This bill provides for the confidentiality of certain communications between public safety personnel and trained peer support personnel.  This bill is long over-due and having the ability of our members to communicate with these crisis counselors have proven time and time again to save lives.  The bill is defined and allows the communications to be confidential and cannot be disclosed except upon certain restricted reasons Rick and I testified in large support of this bill.  The bill has been heard and has passed its work session and through the Assembly on April 25, 2017.  

    Assembly Concurrent Resolution (ACR 6) – This was sponsored by Assemblyman Ellison and direct the Legislative Commission to conduct an interim study over the next two years  to evaluate a pay increase for state employees.  We obviously testified in favor of this Resolution.  No additional hearings have been heard.

    Senate Bill 188 – This bill is sponsored by Senator Parks.  It is a bill designed to protect persons against such  hate crimes solely because of sex, race, gender identification, national origin, etc.  We have met with Senator Parks and requested to add a friendly amendment to this bill making it a hate crime to murder a police officer, firefighter, or EMS personnel solely because of their profession.  Senator Parks liked the idea and was going to run it passed leadership.
